Used Car Landing Cost in Senegal 2026 — China Import via Dakar

Dakar is one of West Africa’s better-run gateways and Senegal is a growing market for imported used vehicles. It is also the market where the “customs will tax my invoice” assumption breaks most visibly, because Senegal formalises the alternative: an approved inspection value, not your purchase price, is the basis for customs valuation.

The China → Dakar corridor

Each vehicle is driven and inspected at our Foshan yard before loading, loading is filmed, and you receive the export documentation set your Dakar clearing agent will present. Because Senegal operates pre-shipment inspection on higher-value consignments, the timing of that inspection has to be built into the schedule before the container sails — not discovered when the goods are already afloat.

What makes up the landing cost in Senegal

1 · Customs duty. Senegal applies the ECOWAS Common External Tariff, alongside a special import tax (TCI) that targets selected food products — not vehicles. Under the CET, duties and taxes on imported goods run from zero to 35% depending on the nature and origin of the goods; your vehicle’s band follows its classification, which your agent should confirm in advance.

2 · VAT and levies. VAT and the usual community and statistical levies apply on import. We deliberately do not publish a single combined percentage for Senegal: we hold verified bills of entry for Ghana, not for Senegal, and quoting a number we have not seen on a real entry would be guesswork dressed up as precision. Your clearing agent can give you the current, itemised figures for your classification.

3 · Port and agent charges. Terminal handling, documentation, inspection, agent service fees and any temporary plate are charged by the port and your agent — not by customs — and vary between agents. Get them itemised in writing before you commit.

Pre-shipment inspection sets the taxable value

This is the part Senegal makes explicit. Imports valued at FCFA 3 million (about $6,000) and above are subject to pre-shipment inspection, and the Cotecna-approved value constitutes the basis for customs valuation. In other words, the number your duty is calculated on is set by an inspection body — your invoice is an input to that process, not the answer to it.

Most used-car consignments from China clear that threshold comfortably, so plan on it applying. The same pattern shows up region-wide in less formal dress: in Ghana, where we hold the bills of entry, a car bought at around $4,400 was assessed at roughly $8,187 for duty. That is Ghanaian evidence under Ghanaian rates — Senegal’s numbers are its own. What carries across is the lesson: budget from the assessed value, not the price you paid.

What UsedCarBase does — and where our service ends

We cover the China side in full: sourcing, road test and inspection, export documentation, filmed loading, and shipment to Dakar. Import clearance, duty payment and collection in Senegal are arranged by you or your own clearing agent. Full turnkey delivery, including local clearance and handover, is offered in Ghana only — that is where our own team is on the ground.

What we can add remotely is the part that goes wrong before the ship leaves: a car that is actually what the listing says, inspected before it is paid for, and paperwork that matches the goods.

Documents and timeline

Senegalese import documentation typically includes the supplier’s commercial invoice and freight bill, the certificate of origin, the packing list, the insurance certificate, and — for consignments at or above FCFA 1 million (about $2,000) — a preliminary import declaration (DPI). Descriptions, quantities and values should match across every document; inconsistency between the invoice, packing list and bill of lading delays more containers than any rate dispute.

What we check before a car is paid for

Pre-shipment inspection in Senegal verifies value and conformity for customs purposes. It is not a mechanical assessment of the car you are buying, and it is not a substitute for one. That check is ours to do, and we do it before your money moves: each unit is road-tested under load rather than merely started, with brakes, suspension, steering, electrics and air conditioning checked, and a structural inspection for accident repair concealed behind paint.

We photograph the VIN plate against the documents, record the odometer, issue the report before you commit, and film the loading — so the vehicle’s condition at the moment of sealing is documented, not disputed.

Other markets we ship to: Nigeria · Côte d’Ivoire · Togo · Benin · Cameroon. Each market has its own tariff structure — the cost structure transfers, the numbers do not.
