How this Ghana car import duty calculator works
This Ghana car import duty calculator estimates what it costs to clear a used car at Tema Port, using the same formula our clearing team applies on real shipments. Enter the vehicle's CIF value, engine size and age, and it returns the duty, levies and taxes the Ghana Revenue Authority assesses through ICUMS — so you can budget the landed cost in Accra before you commit to a car.
What the calculation includes
Import duty is driven mainly by engine displacement: roughly 5% under 1000cc, 10% for 1000–3000cc, and 20% above 3000cc. On top of that sit the ECOWAS levy (0.5%), EXIM levy (0.75%) and AU levy (0.2%), a 2% Special Import Tax that applies to used vehicles, and a 1% vehicle examination fee. Then NHIL (2.5%), GETFund (2.5%) and VAT at 15% are charged on the CIF-plus-duty base — under Act 1151, effective 1 January 2026, which replaced the older rate and removed the 1% COVID health levy. An ICUMS network charge of 0.4% of FOB applies as well.
Why your GRA bill can still differ — HDV
One honest caveat that catches most first-time importers: Ghana does not always clear a car on your invoice value. GRA re-values the vehicle using a VIN-based HDV (Home Delivery Value), and that figure is often higher than the CIF you actually paid. Ghana import duty — frequently asked questions
How is car import duty calculated in Ghana?
Ghana customs (GRA, via ICUMS) starts from the CIF value of the vehicle, then applies import duty based on engine size — about 5% under 1000cc, 10% for 1000–3000cc and 20% above 3000cc. What is HDV, and why can my actual duty be higher than this estimate?
HDV (Home Delivery Value) is the VIN-based value GRA uses to assess your car at Tema. Ghana does not always accept your invoice CIF — it re-values the vehicle from its own VIN database, and that HDV is often higher than what you paid. This calculator estimates from CIF, so treat the result as a close planning figure rather than a guaranteed GRA bill. We confirm the HDV-based figure for any specific car before you commit.
How much is VAT on a used car imported into Ghana in 2026?
VAT is 15% under Act 1151, which took effect on 1 January 2026 and removed the earlier 1% COVID health levy. Importantly, VAT is charged on the CIF-plus-import-duty base — not on CIF alone, and not compounded on top of NHIL and GETFund. NHIL (2.5%) and GETFund (2.5%) are assessed on that same base.
Does this calculator include Tema Port clearing and delivery charges?
It covers the statutory duties, levies and taxes assessed by GRA, plus the ICUMS network charge and the vehicle examination fee. Terminal handling, agent fees and inland delivery from Tema to Accra or Kumasi vary by shipment and are quoted separately. Does engine size really change how much duty I pay?
Yes — engine displacement is the single biggest lever on the duty rate. A 1500cc sedan attracts roughly 10% import duty, while a car above 3000cc attracts about 20% before the other levies compound on top. Vehicle age also matters through the Special Import Tax on used vehicles. This is why a slightly smaller engine often lands far cheaper in Accra than the sticker price suggests.
